in Wilkes-Barre, Pennsylvania, mobilizes the resources of regional institutions of higher education to engage communities in planning that is informed by research, energized by broad participation, and validated by successful implementation. Wilkes University, as the managing partner in the Center, collaborates closely with , Keystone College, King's College, Luzerne County Community College, Misericordia University, Pennsylvania State University/Wilkes-Barre, and the University of Scranton. The JUSC Mission is... to assist in the revitalization of small to mid-sized cities through the utilization of the Center’s expertise and resources, including its member University and Colleges. Their respective faculty and students are used as resources to facilitate effective and efficient government, to disseminate best practices, to conduct applied research and strategy development. Based upon these efforts, the Center will develop a model for replication by other small and mid-size cities confronting similar challenges. “The Joint Urban Studies Center (JUSC), and its partner AMS Consulting completed the cultural plan on behalf of Luzerne County in 2007. The document contains survey work, case studies, interviews, and other analysis used to compile the recommendations and implementation plan. The Cultural Council of Luzerne County (CCLC) has chosen to adopt the plan as part of its strategic scope of work and assume the role of the Local Arts Agency as designated in the plan. CCLC will serve as an umbrella organization whose role it is to provide technical assistance, other value added services, and a re-granting program in the future. At this point in time, the County has not determined whether it will implement the recommendations in whole or in part.” The link below accesses the full plan. |
